Employee pass is for an individual employee belonging to a company, a company's branch, a subsidiary company, which is registered in Malaysia, and also for those who are considered to be a skilled worker or working on management level in a company. There are 3 types of categories of requirements that outline minimum wage, contract term, etc, for instance, if an applicant's contract is to be more than 1 year, the minimum wage requirement of RM5,000 has to be met.
There is no age limitation as far the requirements go but an applicant is required to have relevant job experiences and qualifications for the role. It is difficult for junior high school and high school graduates to meet the requirements. An applicant must have graduated from a university as well as have 3 years of experience in a relevant job field.
The employer is required to make an application for their employees' either new or renewal employee pass. However, this application process is commonly commissioned to an outside consulting agency.
Here are the steps of the visa application process as the first person who comes to Malaysia to start up their business. To obtain a work visa you need to register your company first, now in Malaysia for almost all business sectors, in the case of 100% foreign fund support, with only 2 foreigners(Japanese) you can register your company so you do not necessarily need to find local partners in Malaysia. To register your company you are required to have a fund of RM2 in assets and this registration process is conducted by the company secretary and completed relatively simply within 1 year.
For instance, there is no problem if your business is to be located in Malaysia and hire Malaysians locally but in most of the cases either your Japanese subsidiary company to be located in Malaysia and someone from Japan to be allocated for overseeing the production or you are the ones, as a start-up business owner, to be located in Malaysia, you are required to obtain a visa. It is worth mentioning here that the past few years visa requirements are harder to be met on account of the Malaysian government's effort to protect jobs for its people.

As it is mentioned above, to protect local jobs it is now increasingly harder every year to obtain work visas. Especially for existing businesses with locally hired manpower and jobs, the government thinks to be fulfilled by local people are among the hardest.
